    Troop Agreement Form

    2025 Cookie Program
  • As the troop cookie manager, you will coordinate the Cookie Program for the troop, working with volunteers and parents to ensure that girls have the opportunity to learn the five skills at the core of the Girl Scout product programs.

    Qualifications

    • Must be an active, registered member of GSUSA.
    • Must have a current (within 3 years), eligible background check on file with GSCSA.
    • Basic computer skills with email access are required.

    Responsibilities

    • Comply with all GSCSA policies/procedures, including those outlined in the Volunteer Cookie Guide.
    • Review and model the Code of Conduct for Girl Scout Cookie Program volunteers as outlined below.
    • Complete all required training for this role.
    • Meet all paperwork and submission deadlines.
    • Verify that all participating girls are registered members of GSUSA and correctly assigned to your troop.
    • Have an open troop checking account that meets all GSCSA requirements. Have a current ACH Authorization form on file with GSCSA. Deposit sufficient funds to cover ACH withdrawals.
    • Educate parents in proper program procedures. Collect a signed Parent Agreement form for every girl participating in the program and keep in your troop records.
    • Count cookies at the time of distribution and keep a signed receipt.
    • Count money collected with the parent and keep a signed receipt.
    • Follow the cookie theft procedure for any parents that have an outstanding balance.
    • Distribute rewards to girls within one week of receiving rewards and report any missing rewards immediately to info@girlscoutcsa.org.

    Code of Conduct
    Responsible behavior is a key expectation for girls and adults participating in Girl Scout product programs. Responsible behavior reflects trustworthiness, respect, fairness, caring, and citizenship. Participants are expected to follow all program guidelines as outlined in the Volunteer Cookie Guide and behave appropriately to ensure a high-quality learning experience and the safety of all participants. By signing the Troop Agreement form, you are agreeing to adhere to the following Code of Conduct:

    • Remember that I am a role model, my behavior reflects on all Girl Scouts
    • Be polite and friendly to customers, fellow Girl Scouts, and volunteers
    • Adhere to all sales start and end dates
    • Adhere to the set price of all cookies
    • Honestly report all initial and final sales numbers in eBudde
    • Follow all social media, general safety, and online safety guidelines
    • Follow Cookie Booth Rules
    • Will not ask another business to place orders or sell cookies for a girl who is not present
    • Will ensure all banking information and money is submitted by the deadline
    • Will provide kind and supportive guidance and education for fellow volunteers and parents in how to model principles and practices that demonstrate appropriate decision-making and responsibility for our girls

    Disciplinary Actions
    We rely on our volunteers to kindly coach each other through making decisions that focus on educating the girls and making this a safe, fair, and fun learning experience for them.

    If a volunteer or troop displays repeated behavior that does not honor the Code of Conduct or cookie program procedures, and does not correct itself after peer coaching, the council will consider whether disciplinary actions are warranted. These consequences could include cancellation of booths, forfeiture of rewards or proceeds, or dismissal from volunteer positions. The consequence(s) will be carefully considered according to the degree of poor conduct displayed.

    If you believe any situation threatens the safety of the girls, or their proceeds, please contact the council.

  • This agreement must be signed by an authorized signer on the troop bank account and submitted before any troop or girl materials will be released.

I understand that failure to account for money and cookies received, or failure to follow the outstanding debt process, will be considered misappropriation of funds and may result in civil and/or criminal prosecution for the amount owed plus attorney fees and court costs. If I fail to turn over monies and/or information for collection of debt, I will be removed from any and all volunteer positions with GSCSA.
